IMPORTANT TERMS

International Driving Permit (IDP) 

International Driving Permit (IDP) is a document that translates your driver’s license into multiple languages so you can legally drive in foreign countries. IDP must be carried accompanied with your current valid driver's license. IDP is issued by your own country, and it is valid for a period of one (1) year.  IDP is not a standalone license.

IDPs can be issued by the following countries: Australia, Canada, Egypt, France, Germany, India, Italy, Japan, Malaysia, Netherlands, New Zealand, Norway, Philippines, Russia, Singapore, South Africa, South Korea, Spain, Sweden, Switzerland, Thailand, Turkey, UAE, Ukraine, and United States.

Once Texas Residency is established, you must obtain a Texas Driver license.  Holding an IDP does not extend or replace this requirement. 

 TEXAS RESIDENCY 

Texas residency for driver-license purposes is determined by intent to make Texas your home, not by visa type or length of stay. The standard is applied by the Texas Department of Public Safety (DPS).  Your Texas residency is established when you live in Texas and intend to remain in Texas. Common indicators of Texas residency are housing, employment, vehicle registration, etc.  DPS requires that a new Texas resident must obtain a Texas driver license within 90 days of establishing residency.

 RESIPROCITY AGREEMENT 

According to Reciprocity Agreement, if you are holder of a driver’s license from Canada, France, Germany, South Korea, UAE or Taiwan, you are legally allowed to driver in Texas.  

Note: If you establish Texas residency, you must visit a DPS office and transfer your license to a Texas driver’s license within 90 days of establishing residency. When transferring your license to a Texas driver’s license, you are not required to take the knowledge or skills exam unless you choose to keep your out-of-country license.

Reciprocity countries include Canada, France, Germany, South Korea, United Arab Emirates (UAE) and Taiwan. You are legally allowed to drive in Texas if you hold a driver’s license from one of these countries.  However, once you become a Texas resident, you must obtain a Texas driver’s license using process defined below.

To transfer an out-of-state driver’s license to Texas, you:

  • must establish Texas residency by providing two documents showing a Texas residential address (utility bill, lease, bank statement, etc.)
  • must apply in person at a DPS office before the 90-day new-resident period ends.
  • must surrender your current Canadian or out-of-state license.
  • are generally NOT required to take the knowledge (written) course or written test
  • are generally NOT required to take the road test
You must present following required documents at DPS office:

  • To transfer an out-of-state driver’s license to Texas, you:
  • Current driver’s license 
  • Proof of Identity (passport, birth certificate, green cards, etc.) 
  • Social Security Card 
  • Proof of Texas residency (two documents e.g. utility bill, bank statement, lease, etc.)
  • Vehicle registration and proof of insurance - if own a vehicle
  • Fee of $33

Requirements to obtain a Texas driver license vary by immigration/visa status, but there are core requirements covering proof of lawful presence, identity, and residency that apply to all applicants.

Documents Required for F-1 / J-1 Students

To obtain Texas driver’s license, you must present the following documents:

  • Valid passport with current visa stamp
  • Form I-20 (F-1) or DS-2019 (J-1)
  • Form I-94 (arrival/departure record) showing lawful status
  • Proof of Texas residency
  • SSN or letter of ineligibility 
Note: License typically expires when your lawful presence expires.  Lawful presence must be verified through DHS databases at DMV office.  End

Documents Required for Work Visa Holders (H, L, E, TN, etc.) 


To obtain Texas driver’s license, you must present the following documents:

  • Valid passport 
  • Visa and Form I-94
  • Employment authorization (if applicable)
  • Proof of Texas residency
  • SSN (usually available if work authorized) 
Note: Work visas generally qualify as lawful presence, so you can obtain a driver's license for the period of status.

To obtain Texas driver’s license, you must present the following documents:

  • Valid passport

  • Passing required exam
  • SSN or letter of ineligibility 
Note:  License is valid until your authorized stay date on I-94
